Solution: Replaced catalytic converter. That took care of this problem.

Same problem on my 1999 Beetle - P0422, Main catalyst below threshold. Took it to a dealer since VW extended the warranty on CATs due to faulty fabrication to 120,000mi and 10yrs. They replaced CAT free of charge and also the downstream O2 sensor.
